AMLO - U.S. Senators Meeting

Institutional context
Due to their shared border, migration has been and continues to be one of the main areas of cooperation between Mexico and the United States. Throughout the years, this cooperation has taken place through institutions such as the Mexican Agency for International Development Cooperation (AMEXCID in Spanish), and programs like the Comprehensive Development Plan in northern Central America. The AMEXCID is a decentralized body of the Ministry of Foreign Relations (SRE in Spanish) that was created on September 28, 2011. Through AMEXCID, Mexico strengthens capacities and exchanges human, technical, and financial resources with developing countries, particularly in Central America and the Caribbean. The Comprehensive Development Plan in northern Central America seeks to create a space for sustainable development by stimulating economic growth, promoting universal access to social rights, fostering resilience to climate change, and guaranteeing rights. The plan was established on December 1st, 2018.
AMLO- U.S Senators’ meeting
Mexican President Andrés Manuel López Obrador (AMLO) and Mexican officials from the Foreign Ministry and National Migration Institute met with the bipartisan delegation of American Senators at the National Palace in Mexico on July 5th, 2021. During this meeting, the Executive Director of AMEXCID, Laura Elena Carrillo, gave a progress report on the Comprehensive Development Plan in northern Central America. The main topics discussed in this meeting were: the relevance of mechanisms to address the structural causes of migration, both in Mexico and in the north of Central America; economic and trade progress; the opening of the border; the United States - Mexico - Canada Agreement (USMCA); and infrastructure projects.
The attendees from the Mexican delegation were: The President; Secretary of Foreign Affairs, Marcelo Ebrard; Secretary of Economy, Tatiana Clouthier; Mexican Ambassador to the United States, Esteban Moctezuma; Chief Officer for North America from the Foreign Ministry, Roberto Velasco; AMEXCID Executive Director, Laura Elena Carrillo; Alejandro Celorio, Legal Counsel; Ximena Escobedo, Director General for Political Coordination; AMEXCID Director General Gloria Sandoval; and from the Office of the Commissioner of the National Migration Institute, Armando López.
The American delegation was made up of the Democratic Senator for Virginia, Tim Kaine; the Republican Senator for Ohio, Rob Portman; the Republican Senator for North Dakota, John Hoeven; the Republican Senator for Idaho, Mike Crapo; the Democratic Senator for New Mexico, Ben Ray Luján; and the Chargé d’Affaires of the US Embassy in Mexico, John Creamer.
