Binational Working Group for the Protection of Minors in Mobility Situations

Institutional Context
The National Institute of Migration is a decentralized administrative body of the Mexican Federal Public Administration, dependent on the Ministry of the Interior, which applies current immigration legislation. The National Institute of Migration in compliance with Mexican laws and international treaties permanently applies various provisions, to grant all foreigners the necessary facilities to carry out legal immigration procedures, and ordered and safe entry and stay in national territory with strict adherence to human rights protection, in accordance to the regulations established in the Migration Law and its regulations.
Binational Working Group for the Protection of Minors in Mobility Situations
As a follow-up to the agreements reached in the Declaration on Migration and Protection of the IX Summit of the Americas and after the visit of President López Obrador to Washington, DC, on July 22nd, 2022, the Mexican Government held an inter-institutional coordination meeting for the protection of migrant children and teenagers. Authorities explored mechanisms and public policies aimed at strengthening the protection of children and teenagers in mobility situations both in Mexico and in the United States. The importance of developing a binational protocol that strengthens protection mechanisms for children in mobility situations was highlighted.
The delegation was made up of: public officials and representatives of international organizations, such as the United Nations Refugee Agency (ACNUR), the United Nations Children's Fund (UNICEF) and the International Organization for Migration (IOM); officials of the Ministry of the Interior, through the National Institute of Migration (INM) and the Unit for Migration Policy, Registration and Identity of People (UPMRIP); officials from the Ministry of Foreign Relations; and from the National System for the Integral Development of the Family (DIF).
