United States - Mexico High Level Economic Dialogue (HLED)

What it is
The High Level Economic Dialogue between the United States and Mexico is a binational mechanism of dialogue created in 2013 by Presidents Barack Obama and Enrique Peña Nieto. This mechanism is directed at advancing economic and trade priorities to promote economic growth, job creation, and global competitiveness for Mexico and the United States.
How it works
The High Level Economic Dialogue meets once a year at the cabinet level. Through this mechanism, a variety of bilateral dialogues and working groups are promoted.
Participating Secretariats
Mexico - Secretaries of Foreign Relations; Finance and Public Credit; and Economy.
United States - Departments of Commerce; Homeland Security; Treasury; and
Transportation.
List of meetings and themes
2013 - Promote competitiveness and connectivity; promote economic growth, productivity, entrepreneurship and innovation; and the alliance for regional and global leadership. The United States-Mexico Entrepreneurship and Innovation Council (MUSEIC) was created.
2014 - The HLED didn’t take place, but the Bilateral Forum on Higher Education, Innovation and Research (FOBESII in Spanish) was launched and both governments organized six bilateral workshops.
2015 - Cooperation on energy and climate change; deepen regulatory cooperation; strengthen and modernize the border; increase educational exchanges and promote the development of the workforce; support transparency and anti-corruption efforts; promote entrepreneurship and innovation; encourage investment; promote the economic empowerment of women.
2016 - Promote sustainable and inclusive economic growth, job creation and competitiveness; expand outreach to US and Mexican stakeholders in the private sector, civil society, and academia to advance shared strategic interests.
2016-2020 - It was not carried out.
Future of the HLED
Presidents AMLO and Biden recognize the importance of bilateral collaboration to respond to the aftermath of the pandemic, particularly in the areas of economic and health cooperation. In this context, both leaders agreed to restart the High-Level Economic Dialogue in 2021 to promote mutual cooperation and strengthening.
